To find the lowest hanging fruit, look for the easily done first. If one wants to cut "waste and abuse", consider digging into the detailed budgets of the Federal Government and the budgets of the various states. Search out "orphan programs". Examples might include budget items that do actual harm, do no apparent good, and those budget items that benefit an extremely narrow slice of the population. The "Bridge to Nowhere" that led enough Republicans out of the Senate to give control to the Democrats comes to mind.

In California, where we have the initiative process, theoretically we could pass petitions and do away with waste. To do so, a group of people would have to identify and aggregate enough of the budget into a set of passable laws to justify the effort and expense and mobilize supporters.

One way to "aggregate enough to make it worthwhile" would entail getting many people to search the budget for boondoggles, "set asides" and special interest programs. In a reasonable time, the effort might compile quite a list.
